BIS Registration for Dimmers for LED Products: IS 60669-2-1: 2008
Introduction:
Lightening is the way to enhance the beauty of your home. Dimmer plays a very important role in adjusting the light intensity, and you can create a light of your space according to your mood. LED lights are dimmable, and there are two methods of dimming LED light, i.e., Pulse-Width Modulation (PWM) and Analogue. Dimmable LEDs function with PWM by producing a dimming effect or reduce the average power delivered by an electric signal. Dimmers come in a variety of sizes, from small devices the size of light switches to high-power units used in big theatrical or architectural lighting systems. Changes in intensity are referred to as "fades" in the professional lighting business, and they can be "faded up" or "faded down." In short, an LED dimmable transformer allows constant voltage for LED products and works with standard switches, and the convenient lighting of dimmable LED allows you to view them beautifully. On 01 April 2021, the Bureau of Indian Standards (BIS) has required the Dimmers for LED Product to be registered as per IS 60669-2-1: 2008 under the Compulsory Registration Scheme from BIS. The Government of Indian and BIS have made it compulsory for both domestic as well as foreign manufacturers.
IS Standard : Dimmers for LED products: IS 60669-2-1: 2008
Dimmers designed for LED products have become indispensable tools in modern lighting design and control. As LED lighting technology has gained popularity for its energy efficiency and versatility, dimming capabilities have become a key feature. LED dimmers allow users to adjust the brightness of LED lights to create the desired ambiance or lighting levels for various settings, such as homes, offices, and commercial spaces. These dimmers are designed to work seamlessly with LEDs, offering smooth and flicker-free dimming without the issues that incandescent and fluorescent lights often experience.
LED dimmers provide energy savings, as reducing the light output also reduces energy consumption. They contribute to the longevity of LED bulbs, making them not only energy-efficient but also cost-effective in the long run. With the ability to create mood lighting, save energy, and extend the life of LED products, dimmers for LED lighting have become a vital component of modern lighting control systems.
IS 60669-2-1: 2008 is an Indian Standard that specifies safety requirements and test methods for dimmers for LED products. They cover aspects such as electrical safety, insulation, and protection against electric shock. These standards reduce the risk of accidents and electrical hazards, ensuring the safety of users and the reliability of LED lighting systems. Manufacturers need to comply with these standards to meet regulatory requirements and ensure their products are legally compliant and safe for consumers.
Note: Manufacturers of dimmers for LED products are required to obtain the mandatory BIS/CRS Registration to launch their products in the Indian market.
BIS/CRS Registration is a mandatory requirement for dimmers designed for LED products, ensuring that they adhere to specific quality and safety standards established by the BIS. This compulsory registration process involves a thorough evaluation of dimmers for LED products to verify that they meet stringent quality, performance, and safety criteria specified by Indian regulations. The primary objective of BIS/CRS Registration for dimmers for LED products is to ensure that these devices are manufactured and distributed in accordance with rigorous quality and safety standards.
About The Bureau of Indian Standards (BIS)
The erstwhile Indian Standards Institution (now Bureau of Indian Standards) was established in the year 1947 with the objective of harmonious development of standardization activity in India. The Bureau of Indian Standards (BIS) was established under the BIS Act, 1986 for the harmonious development of the activities of standardization, marking and quality certification of goods and for matters connected therewith or incidental thereto. A new Bureau of Indian Standards Act, 2016 which was notified on 22nd March 2016, has been brought into force with effect from 12 October 2017 that reinforces the activities of BIS in respect to standardization and certification of goods, articles, processes, systems and services.

Basic Requisites for BIS Licence
Obtaining a BIS Licence hinges on four key pillars:
1. Manufacturer: The BIS Licence is exclusively granted to manufacturers, not importers or sellers. Importers can act as the Authorized Indian Representative (AIR) of a foreign manufacturer to submit the application, but the licence is issued to the manufacturer.
2. Manufacturing Address: A valid manufacturing address must be provided. If a manufacturer operates multiple factory locations for the same product, each location requires a separate BIS Licence.
3. Product: Each product needs its own licence. However, multiple models within the same product category can be covered by a single licence.
4. Brand/Trademark: Each brand or trademark must have its own BIS licence.
BIS Registration Procedure
The BIS registration process for amplifiers under IS 616:2017 varies based on the geographic location of the manufacturing unit. The processes differ for domestic (Indian) and foreign manufacturers.
Process for Foreign Manufacturers
1. Nominate Indian Representative: The foreign manufacturer must nominate an Authorized Indian Representative (AIR) {What is AIR}.
2. Submit Online Application: An online submission must be made.
3. Sample Testing: Samples must be tested by a BIS-approved laboratory.
4. Submit Application and Test Report: The application, including the test report, is submitted online or offline.
5. Verification: BIS officials verify the application.
6. Grant of Licence: Upon successful verification, the licence is granted. (Foreign Manufacturers Process Read More..)
Guidelines for Nominating an Authorized Indian Representative (AIR)
Foreign manufacturers must appoint an AIR for operations in India: (What is AIR Read More)
- - If the manufacturer has a liaison or branch office in India, it will be designated as the AIR.
- - If no liaison or branch office exists, the proprietor or registered user of the brand/trademark in India becomes the AIR.
- - If neither exists, another entity can be designated as the AIR.
Process for Domestic Manufacturers
1. Submit Online Application: The manufacturer submits the application online.
2. Sample Testing: Samples are tested by a BIS-approved laboratory.
3. Submit Application and Test Report: The application, including the test report, is submitted online or offline.
4. Verification: BIS officials verify the application.
5. Grant of Licence: Upon successful verification, the licence is granted. (Domestic Manufacturers Process read more)
