Postal departments are the main users of mail processing devices. The postal service used to handle mail primarily through labor-intensive manual sorting using antiquated, expensive manual processes. Postal operations required more accuracy and efficiency, which is why mail processing devices were invented. Among these, the franking machine—also referred to as a "Postage Meter"—emerges as a tool that uses barcode imprints on letters or packages in place of conventional postage stamps. In addition to helping customers choose the right mail classes and special services, the franking machine can safely download and store postage money, enhancing postal operations. 

Before being sold or imported/exported into the Indian market, these machines need to be registered with the Bureau of Internal Trade (BIS). 

On May 13, 2015, the Bureau of Indian Standards (BIS) issued an order requiring Mail Processing Machines, Postage Machines, and Franking Machines to be registered under the BIS-established Compulsory Registration Scheme in compliance with IS 13252 (Part 1):2010.

Basic Requisites for BIS Licence

Obtaining a BIS Licence hinges on four key pillars:

1. Manufacturer: The BIS Licence is exclusively granted to manufacturers, not importers or sellers. Importers can act as the Authorized Indian Representative (AIR) of a foreign manufacturer to submit the application, but the licence is issued to the manufacturer.

2. Manufacturing Address: A valid manufacturing address must be provided. If a manufacturer operates multiple factory locations for the same product, each location requires a separate BIS Licence.

3. Product: Each product needs its own licence. However, multiple models within the same product category can be covered by a single licence.

4. Brand/Trademark: Each brand or trademark must have its own BIS licence.

BIS Registration Procedure

1. - If the manufacturer has a liaison or branch office in India, it will be designated as the AIR.
2. - If no liaison or branch office exists, the proprietor or registered user of the brand/trademark in India becomes the AIR.
