BIS Registration For Trimethyl Phosphite Technical Grade : IS 17412:2020

Introduction: 

The Bureau of Indian Standards has added trimethyl phosphite under Compulsory Registration Scheme II of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018 as per Trimethyl Phosphite (Quality Control) Order, 2022. According to this order, BIS has made it compulsory to obtain registration under the CRS scheme and compulsory use of Standard Mark for trimethyl phosphite as per IS 17412:2020.

This order was issued by the Ministry of Chemicals and Fertilizers and published on 5th April 2022 in the official gazette. It will be effective on the one hundred and eighty-first day (181^ST Day) from its publication in the official gazette.

IS 17412:2020 specifies the requirements and sampling method and test for trimethyl phosphite.

Trimethyl phosphite is an organophosphorus compound with the formula P(OCH3)3. It is a colourless liquid with a strong odour. It is the most basic phosphite ester, used as both a ligand in organometallic chemistry and a reagent in organic synthesis. Phosphorus trichloride is used to make trimethyl phosphite, and it is easily oxidized to trimethyl phosphate. Trimethyl phosphite is also used as a mild desulfurization reagent in organic synthesis, such as the preparation of tetrathiafulvalene derivatives.

Basic Requisites for BIS Licence

Obtaining a BIS Licence hinges on four key pillars:

1. Manufacturer: The BIS Licence is exclusively granted to manufacturers, not importers or sellers. Importers can act as the Authorized Indian Representative (AIR) of a foreign manufacturer to submit the application, but the licence is issued to the manufacturer.

2. Manufacturing Address: A valid manufacturing address must be provided. If a manufacturer operates multiple factory locations for the same product, each location requires a separate BIS Licence.

3. Product: Each product needs its own licence. However, multiple models within the same product category can be covered by a single licence.

4. Brand/Trademark: Each brand or trademark must have its own BIS licence.

1. - If the manufacturer has a liaison or branch office in India, it will be designated as the AIR.
